Our Story

2000

As a respected ER Doctor at Penrose Hospital in Colorado Springs, Co-Founder Rick Pionkowski watched how a disconnected system of community providers resulted in repeat low-acuity patients at the ER with needs that could not be adequately addressed at the hospital.

2005

Rick put his other degree in computer science to work and developed the Touchphrase Interface that he later patented.

2010

Rick forms a company called Touchphrase Development (later to be named Julota)

2014

Co-Founder Michael Schaedel starts a new job as a Principal Software Engineer at Mapquest. One week into his job he loses his sister Shannon to opioid addiction. An addiction she had been struggling with for
years. He realizes at that point her untimely death could have been prevented through the coordination and collaboration of local agencies.

Early 2015

In February, Michael Schaedel and Rick Pionkowski are introduced. They immediately become close friends and realize the stars must be aligned because they both have a similar passion. Michael goes straight to work utilizing the Touchphrase Interface and develops a community interoperability platform.

2016

The Julota platform was deployed to its first client. The Colorado Springs Fire Department and their Mobile Integrated Healthcare program called CARES.

2017

A close friend of Rick’s passes away, and Rick recalls how she was fond of saying “you just have to love on them”. From that phrase came the name for the new platform –
Julota – an acronym for “Just Love On Them Always”. 

Rick felt it was perfect because this is how he felt as an ER doctor concerning the vulnerable population. Michael agreed because he felt the same about his sister while she struggled with addiction.

2018

Julota expands beyond Mobile Integrated Healthcare and launches a platform for
Law Enforcement Behavioral Health with the addition of the EL Paso County Sheriffs office and their CRT (Crisis Response Team) program.

Late 2018

July is announced as the winner of the prestigious EMS World Innovation Award.

Julota hires its first CEO Scott Cravens,
a seasoned brand expansion executive
on an international scale.

2020

In the middle of a pandemic, Julota grows at 350% and expands rapidly throughout the country with varying degrees of city and county programs. In addition, Julota is also awarded the Washington Association of Sheriff & Police Chief’s contract to support
co-responder programs all over the state of Washington. Julota is then awarded its first state contract with the State of Idaho Department of Behavioral Health.

2021 Julota

Julota adds major cities like Seattle and Boston to their client list.

2024

Julota Is Now Adopted In Over 27 US States

Julota is selected to be the platform for The Southwest Texas Regional Advisory Council (STRAC) as designated by the Texas Department of State Health Services (DSHS).

The county gave us six months to develop the MIH program. Like most EMS, our data systems were incident-based, but with MIH we needed to keep track of who we saw, how many times and what we saw them for. We also needed to be able to share that information. Julota has worked hard to create a data-sharing program that works for us. They have created bridges with other software vendors that serve different parts of the healthcare system. One software that is focused on hospital emergency visits, and Julota receives data from that source so we are alerted to when one of the patients we serve has gone to the emergency room. Another software collects data for 911/EMS, and Julota gets data from that source. It also integrates EHR data from hospitals.

We run a co-responder program called PACT (Pitkin Area Co-responder Teams) pairing mental health clinicians with police to prevent unnecessary criminal justice involvement for low-level offenders with behavioral health symptoms or diagnoses. Since we are rural, we must coordinate services over a large geographical area, and we work with three different law jurisdictions. Julota has provided a central platform by which to collect vital data and statistics about the efficacy of our program. Julota is highly customizable, so we were able to tailor workflows to the specific needs of our partners, and consequently, there is no aversion to using it. The Julota staff have been very responsive and patient with our development process and change requests, and while we currently use the platform mostly to track law data, our mental health clinicians will soon be entering their information into it, as Julota is a HIPAA and 42CFR compliant technology. We look forward to exploring the potential of this platform in the coming years!
